WHAT AN ITEMIZED PLUMBING QUOTE SHOULD INCLUDE

Hillsborough lists a plumbing final inspection for water heater swaps and repipes, and Florida sets a 10% deposit trigger. Line items worth asking for in writing.

Two quotes for the same water heater can differ by hundreds of dollars, and most of the time the difference is not the heater. It is what one quote leaves out. A useful estimate is itemized, which means you can hold two of them side by side and see exactly where the gap sits.

The Permit Line, Based on What the County Publishes

Hillsborough County’s “Work Exempt from Permits” page says you do not need a permit to stop leaks, clear stoppages, repair leaks in pipes, valves or fixtures, or remove and reinstall a toilet, so long as no pipes, valves or fixtures are replaced or rearranged. It says replacing a defective concealed pipe needs a permit. Water heaters are not on the exempt list, and the county says anything not listed most likely requires one. Its inspection list names a plumbing final as necessary for a water heater replacement or a plumbing re-pipe, with a separate electrical final for a water heater swap, and live virtual inspections run 8 AM to 3 PM.

Two extras. If equipment is replaced in an emergency, the permit application can be submitted by the next working business day. And Florida’s exemption for non-structural work under $7,500 explicitly excludes plumbing, so a small price tag does not make a job permit-free. We will not quote fees or timelines here, because third-party websites quote very different numbers. Ask the estimate to state the fee, or to say it is excluded.

Electric heaters add one more line. The county lists an electrical final for a water heater replacement, and if the circuit itself is the problem, that is a job for a licensed electrician rather than a plumber. A quote should say which of the two is responsible for the circuit and whether the price includes any work on it.

Deposit Limits in Plain Terms

Under Florida Statutes section 489.126, a contractor who takes more than 10% down on residential work must apply for the needed permits within 30 days and start within 90 days after the permits issue. The 10% is a trigger, not a ban. If someone asks for much more than that on a job a day or two out, ask why. Section 489.1425 adds that residential repair contracts over $2,500 carry the Homeowners’ Construction Recovery Fund statement. Our guide to verifying a license lists these rules together.

Before Anyone Comes Out

A few questions on the phone save an hour later. Ask whether the price you are given is a range or a written figure. Ask whether it covers the permit, the expansion tank, a pan and haul-away. Ask what happens if the technician finds something behind the wall. A written price we give upfront is a number, not an opening bid, and free estimates are honored for 30 days, which gives you time to compare. Emergency work is different: a burst line at midnight does not leave time for three quotes, so ask for the scope and the price in writing at the house before the work begins.

Benchmarks to Hold Quotes Against

  • Tank water heater replacement, installed: $1,200–$2,500
  • Tankless installation: $2,200–$3,500
  • Expansion tank: $250–$450
  • Whole-house PEX repipe: $4,500–$12,000

For anything over about $1,500, get a second written quote. Ours is a written upfront price, honored for 30 days, and we beat any written quote from a licensed competitor. The cost guide covers more jobs, and our water heater service and plumbing installation pages show what each visit involves. A heater swap in the 1980s-built units of Heather Lakes follows the same quote rules as one anywhere else in the county.

Plumbing estimate questions

Deposits are common. The figure to know is 10%: under section 489.126, taking more than that on residential work triggers deadlines to apply for permits within 30 days and start within 90 days after permit. Ask the quote to state the amount and when the balance is due.

Water heaters are not on the county’s exempt list, which says unlisted work most likely requires a permit, and the inspection list names a plumbing final for a water heater replacement. Confirm the details with the county before you rely on any quote that skips it.

Yes, or the estimate should say it is excluded and who pays it. Third-party websites disagree widely about fees, so we do not quote one here. The goal is no surprise line after the work is done.

Usually equipment, code items and scope. One quote may include an expansion tank, pan, relief piping, permit and haul-away, and another may leave them out. An itemized quote lets you see which one actually costs less.
